Position Overview:
The Chief Strategy Officer is a key member of Homeward Bound’s Executive Leadership Team and a trusted partner to the CEO. This position is responsible for advancing the organization’s strategic goals, shaping and executing a comprehensive, forward-looking people strategy, and cultivating mission-aligned relationships. The CSO plays a central role in fostering a psychologically safe, high-performing, and mission-driven workplace, while also deepening community and funder engagement to support Homeward Bound’s mission of ending homelessness in Marin County. Core areas of responsibility include strategic planning, internal communications, people development, leadership cultivation, and co-leadership of capital initiatives.
Key Responsibilities:
Strategic Leadership & Organizational Alignment
- Lead cross-functional strategic planning processes that reflect the organization’s mission, values, and long-term vision
- Partner with the CEO and Executive Team to set clear priorities, monitor progress, and translate strategy into actionable goals
- Serve as an internal ambassador for change, driving alignment across teams and departments while fostering a culture of collaboration and innovation
- Act as a thought partner to the CEO and Board on emerging opportunities, risks, and long-range planning
People Strategy, Human Resources & Talent Management
- Oversee all aspects of human resources through direct supervision of the HR Director, ensuring alignment with Homeward Bound’s mission, values, and equity commitments
- Lead the design and implementation of a comprehensive people strategy that supports engagement, development, and retention across all levels of the organization
- Provide executive oversight of HR functions including recruitment and onboarding, employee relations, performance management, compensation and benefits, and workforce planning
- Partner with the Chief Program Officer to develop an internal growth and professional development strategy that supports program staff advancement and long-term sustainability
- Work in collaboration with the Chief Operations Officer to ensure HR systems, IT infrastructure, and facility planning can support organizational scale and strategic priorities
HR Compliance & Risk Management
- Ensure compliance with all federal, state, and local employment laws, as well as nonprofit-specific regulations and best practices
- Provide executive oversight for internal HR investigations, employee conflict resolution, and personnel matters, maintaining confidentiality and fairness throughout
- Identify and mitigate organizational risk in collaboration with legal advisors, the HR Director, and executive leadership
- Ensure consistent, transparent application of HR policies and uphold an inclusive, respectful workplace culture
Internal Communications & Culture
- Develop and lead internal communication strategies that promote transparency, trust, and alignment across the organization
- Work closely with the CEO to ensure that organizational messaging reflects strategic goals and shared values
- Support inclusive and engaging all-staff initiatives, including retreats, culture-building practices, and regular feedback loops
Funder Engagement & Community Partnerships
- Strengthen relationships with philanthropic partners, government agencies, and community stakeholders in alignment with programmatic priorities
- Represent Homeward Bound at key external meetings, events, and conferences to elevate the organization’s visibility and impact
- Collaborate with the development team to ensure alignment between program goals, people strategies, and funder expectations
- Support grant proposals and reporting by providing strategic insight and organizational data
Capital Initiatives & Infrastructure
- Co-lead the planning and implementation of capital initiatives, including new housing developments and facility improvements
- Serve as a strategic liaison with architects, contractors, and internal teams to ensure capital projects are mission-aligned and staff-informed
- Oversee project timelines, communications, and stakeholder engagement related to capital improvements
