Supportive housing for seniors has been identified as a critical need in our community.
The Marin Civil Grand Jury spotlighted the issue in its 2024 report, “Older Adults on the Brink of Homelessness: Time to Act is Now.” Seniors make up 27% of people in Homeward Bound shelters.

We see the building’s existing footprint as the blueprint for upgrades to provide safe, dignified housing. This model succeeded at Homeward Bound’s King Street Senior Housing program in Larkspur, which also sits in a residential neighborhood with a nearby school. The renovations at 77 Locust Ave. will make the building more efficient, fire-hardy and accessible for people with disabilities.

Using community input, Homeward Bound will create formal plans for review by the City of San Rafael. We foresee starting construction in 2028, with work estimated to last approximately 12 months.

The affordable apartments will provide much-needed homes for homeless older adults in Marin aged 55 years and up.

Tenants at the site will sign a lease agreement and a Code of Conduct, and pay affordable rents.

There’s no time limit for this permanent supportive housing program. Residents can stay as long as needed provided they comply with their lease agreements and do not need more intensive support to live independently.

Homeward Bound staff will have regular office hours at the site and work with an onsite resident manager. Homeward Bound’s Facilities Team will maintain the buildings, which will retain the existing landscaping and the paved garden path.

Our dedicated staff provides ongoing case management to help people maintain their benefits, employment, health care, and well-being. The staff works with partner agencies to connect people to resources for medical care, transportation, and other needs.

The program is not designed to provide nursing care or other assisted living services. However, we anticipate that local partners may provide support as needed for residents to optimize health and well-being.

Homeward Bound will develop volunteer opportunities based on needs that arise as the program evolves. Volunteer roles could include gardening, leading arts and crafts or decorating for holidays.
